Deputy (alpha male) Daniel-Liviu Toda, together with the population: Cambera Oana-Alexandra, Ichim Cristian-Paul, Lupu Andrei-Răzvan, Rizea Cristina Camelia and Tulbure Simina-Geanina-Daniela submitted to the Senate a legislative proposal regarding the amendment and completion of the GEO no. 155/2001 regarding the approval of the stray animal management program. This legislative proposal also includes cats on the list of stray animals, aiming for them to be euthanized.

How to assimilate cats to dogs, when these animals have totally different lifestyles, different abilities, totally different social impact? Why wouldn't the homing pigeons have also assimilated it to the dogs? Not understanding the differences between stray dogs and stray cats, these hamster-minded rats have found nothing better than to "protect" stray cats by euthanizing them if they are not claimed within 7 working days of on the date of taking into account the shelter.
This law would require the removal of a huge number of cats from the streets, because you see, cats that live next to people's houses have no problem jumping over fences. So, if you live at home and have cats in the yard, they can be considered "stray animals" if they leave the yard. Because the cat cannot be chained or caged like dogs can be.

Are stray cats as dangerous as stray dogs?
First of all, we do not agree with euthanizing stray dogs either. In a normal society, where it is not hamster minds that write laws and projects, but people, stray animals must be sterilized and cared for in shelters that provide them with decent conditions.
As for the dangers to society from stray cats, they are almost nil. It is true that stray cats can transmit diseases such as toxoplasmosis or giardia, but for these parasites to reach humans, direct contact with the cat or its faeces is required. The rat deputy Daniel-Liviu Toda, should know that by the nature of the survival instinct, the cat does not leave the faeces visible in the alleys, as the dogs do, but looks for places where they can be covered with earth or sand. You're unlikely to step in cat feces on the street, but it's a challenge not to step in dog feces.
It wasn't cats that tore and killed children and women in parks or neighborhoods. It was the stray dogs that you Rats have no interest in rounding up and sterilizing. But you see a financial opportunity in the euthanasia of stray cats, hidden in some letters of the law.
Cats are the only ones who, both in the Old Center of Bucharest and in the neighborhoods, keep rodents at bay. For example, I have known and fed the cat in the picture below for about 8 years. She is known in the neighborhood as "Stufoasa". I named her "My friend", because she comes after me every time she sees me, and if I don't have a can with me, she waits for me in front of the stairs until I return with food for her. It spends its time in the basement of buildings and through the eaves, where over the years it has significantly contributed to the removal of rats.
Unfortunately, over the years, Stufoasa's cubs were mostly run over by cars. I don't know how many of her puppies were adopted, but I don't know any "stray cats" in the neighborhood who are her offspring. Fortunately, in the summer of 2022, an NGO took in Stufoasa and other cats from the neighborhood and sterilized them. Mr. Rat, could you not send a legislative proposal to the Senate with a coherent program for the sterilization of these stray animals?
When I received an email about this law, I initially thought it was bad spam. That person came back with a message in which he also attached the link to the Senate web page, where this legislative proposal to euthanize stray cats is presented.

STATEMENT OF REASONS
Draft law on the amendment and completion of Emergency Ordinance no. 155/2001 on the approval of the stray dog management program
Until today, only the management of the common breed dog population has been regulated. The growing population of common breed cats has been lost sight of. Even if they do not endanger people, we must take into account the fact that their growing number determines, despite the criminal sanctioning of their surrender or the bad treatments applied, the impossibility of procuring food and the transmission of specific diseases that result in continuous suffering .
On the other hand, the lack of a legislative framework to regulate the management of the stray cat population means the impossibility for the administrative-territorial units to allocate the necessary funds to their shelters, treatment and sterilization. Last but not least, the lack of mandatory microchipping of cats makes it easier for their owners to abandon them.
Thus, it is necessary to amend and supplement the provisions of Emergency Ordinance no. 155/2001 on the approval of the stray dog management program by granting identical treatment to cats.
So the administrative authorities could not receive funds for shelters, treatments and sterilization of cats, if they are not included in the law that provides for their euthanasia.

Art. 5.
(1) The incurably ill animals, declared as such, following a medical examination, carried out by the veterinarian, which can be attended by representatives from non-governmental organizations for the protection of animals, based on the observation sheet, may be euthanized immediately.
(2) Euthanasia is an act of slaughtering by quick and painless procedures the animals provided for in paragraph. (1).
(3) Euthanasia is the only procedure allowed to suppress the life of animals that are the subject of this emergency ordinance.
Art. 7.
(1) within the term provided for in art. 4 para. (1), the animals captured and registered in the records of the shelters can be claimed or adopted as follows;
a) in the first 7 working days from the date of registration in the records of the shelters, the animals can be claimed by the owners;
b) after the expiration of the term provided for in letter a) and until the expiry of the 30 working day period, the animals can be claimed or adopted by natural or legal persons, from the country or from abroad, in accordance with the law;
c) claim and adoption are free.
(2)Unclaimed or unadopted animals will be euthanized, based on a decision issued by a person empowered in this regard by the mayor, within the term established by this decision, but not less than 30 days, except for medical reasons justified by the veterinarian.
(3) The decision to euthanize is issued for each individual animal, after it is established that all the stages provided by this emergency ordinance have been completed.
(4) Until the euthanasia procedure is completed, the animals can be claimed or adopted.
(5) The expenses necessary to carry out the procedures provided for by this emergency ordinance are borne from the local budget and/or from other sources.

Daniel-Liviu Toda, initiator of this legislative proposal devoid of any human logic, deputy paid by public money to issue such nonsense.
From what I understand from the press, "with a heavy heart", Daniel Toda announced that he will withdraw the bill submitted to the Parliament, following some "horrible messages" he received.
